What is the Coast Guard Basic Training Honor Graduate Ribbon Decoration?

The Basic Training Honor Graduate Ribbon is a military award of the United States Air Force, U.S. Coast Guard, and U.S. Navy which recognizes top recruits who graduate at the top of their training classes upon completion of basic training. The Coast Guard Basic Training Honor Graduate Ribbon was first created on March 3rd 1984, with the first presentation in April 1984 to seaman apprentice Scott Woodard. Retroactive presentations of the Basic Training Honor Graduate Ribbon may be awarded upon application from the personnel to the United States Coast Guard. The award will be presented for basic training graduation prior to 1984, only with supporting documentation and a written request from the personnel. The top three percent of each graduating Recruit Company (typically around 50 to 60 recruits) are awarded the Basic Training Honor Graduate Ribbon. The percentage ranking is based upon scores on written tests, physical training scores, instructor evaluation, and level of performance in practical exercises. Since this is a ?one-time only? award, no devices are authorized.

The Stolen Valor Act of 2013 is a federal law that makes it illegal for any person to falsely claim to be the recipient of certain military awards, "with the intention of obtaining money, property, or other tangible benefit by convincing another that he or she received the award".This decoration is covered by the Stolen Valor act. Fraudulently claiming to have received a Coast Guard Basic Training Honor Graduate Ribbon can result in punishment including a fine, imprisonment for not more than one year, or both
